NOAA’s 2026 Atlantic Outlook Is Below Normal—Why Field Communication Plans Still Need Testing

NOAA's 2026 Atlantic hurricane outlook says a below-normal season is the most likely outcome. The Climate Prediction Center gives a 55 percent chance of below-normal activity, a 35 percent chance of near-normal activity and a 10 percent chance of above-normal activity.

That headline should not be read as a forecast that a particular coast, facility or field route will avoid impact. NOAA explicitly says the seasonal outlook does not predict the location, number, timing or intensity of landfalling hurricanes.

For private field organizations, the procurement lesson is simple: use the planning window rather than waiting for a local warning.

What NOAA actually forecast

NOAA's outlook calls for an estimated range of 8 to 14 named storms, 3 to 6 hurricanes and 1 to 3 major hurricanes with a 70 percent probability for each range. It also states that most seasonal activity is likely during August, September and October.

The ranges describe basin-wide activity, not local consequences. A below-normal season can still contain a damaging landfall.

Why below normal is not no risk

Seasonal outlooks describe large-scale climate and ocean conditions. Short-term weather patterns determine whether a storm forms, strengthens and approaches land. Those patterns cannot be predicted months in advance with location-level accuracy.

Organizations should not reduce readiness solely because the seasonal total may be lower. The relevant question is whether one facility, route or temporary operation can continue safely if power, cellular capacity, roads or staffing change.

Use official forecasts and local emergency-management instructions for decisions.

Define the communication objective

List private operational tasks that may continue before, during or after a storm: staff check-in, facility status, route closure, equipment inspection, delivery coordination, temporary work-zone updates and recovery-team movement.

For each task, identify sender, recipient, urgency, acknowledgement, allowed delay and approved fallback. Do not label every message emergency.

Separate forecast, alert and team coordination

NOAA and authorized local sources provide weather information, watches and warnings. An employer or incident authority decides operational action under the applicable plan. A commercial local mesh system may redistribute an approved internal instruction only through its documented path.

Do not present a local message as the original warning source. Do not delay 911, public-safety contact or required alarms while waiting for a mesh acknowledgement.

Map the people and routes

Identify facilities, gates, yards, access roads, shelters, staging areas, fuel points, backup-power locations and routes likely to flood or collect debris. Mark which workers carry a configured phone and terminal.

An unequipped contractor, visitor or family member will not receive a local mesh message. The approved plan must reach everyone required by other methods.

Test alternate command and regroup points before a threat.

Test the current J25 path

For current J25 use, the phone is the interface. Bluetooth links the phone to the carried terminal. J25 provides the configured local LoRa mesh path to another equipped user and paired phone.

The phone alone does not transmit LoRa. Test application permissions, pairing, terminal power, regional configuration and recipient readiness as separate stages.

Use range evidence carefully

Current J25 evidence includes 5 km in urban-obstructed testing and up to 10 km in ideal open terrain. Neither figure guarantees a storm route, flooded city, damaged building or vegetated area.

Test stable, marginal and failed checkpoints in both directions. Record terrain, structures, vehicles, carrying position, device height and weather conditions without exposing personnel to a hazard.

Review J25 specifications and evidence before defining acceptance criteria.

Plan direct and relay routes

Establish a direct-path baseline first. For current J25 planning, evaluate no more than two participating relay nodes where the tested layout and configuration permit.

Record who places, powers and retrieves each participating node. Test one moving or losing power and verify the failure indicator and fallback.

Do not multiply distance figures to advertise a guaranteed emergency coverage area.

Test power before an outage

Count phone and terminal batteries separately. Reproduce expected check-ins, text, location and supported PTT activity over a realistic shift.

Define approved charging from facility power, vehicles or backup systems, and inspect cables and spares. Do not improvise unsafe charging during severe weather.

The J25 product page presents the current model but does not turn a lab or short demonstration into a storm-duration guarantee.

Reproduce communication congestion

A weather event can create simultaneous requests: staffing, road status, equipment damage, customer calls and safety instructions. Build a controlled five-minute message script for the private operation.

Measure delivery delay, acknowledgements, missed recipients, retries, duplicate messages and stale location. Keep life-safety traffic on the approved route and give it the priority required by the plan.

Exercise loss of cellular service

Do not wait for a real outage. In a controlled setting, remove the carrier data path from the test phones while preserving only the connection required for the paired terminal. Label all traffic as exercise traffic.

Verify which workflow continues locally and which cloud, SMS, email or internet function stops. Train users to recognize the difference.

Never interrupt a required operational or emergency system for a product demonstration.

Exercise a blocked route

Choose a safe simulated road closure or inaccessible checkpoint. Test whether the field team can report the condition, acknowledge a reroute and account for equipped roles.

The communication result does not authorize travel through floodwater, debris, fire, downed lines or restricted areas. Route decisions belong to qualified authorities and the organization's plan.

Record the time from report to confirmed action.

Coordinate with external response plans

OSHA emergency-preparedness guidance emphasizes roles, reporting, evacuation, accounting, alarms and training where applicable. FEMA and Ready.gov encourage reviewing plans and alerts before a storm.

Local mesh can only occupy the narrow supplemental role approved by the organization. It is not a weather radio, siren, emergency operations center or interoperable public-safety system.

Document contacts and capabilities of outside services separately.

Use the August window

NOAA identifies August through October as the likely peak period for 2026 activity. A business does not need to predict a storm to test devices, route maps, charging, check-ins and fallbacks now.

Run a tabletop first, then a controlled field exercise. Correct weak checkpoints, unclear authority and missing equipment before the local forecast changes.
