Communication for Lone Workers Without Cell Service: A Safety-Bounded Test Plan

People can work alone at a farm, construction site, utility route, warehouse, large facility, rural highway or remote service location. NIOSH notes that limited means of communication can increase risk because assistance and supervision may not be readily available.

A local phone-paired mesh layer may support scheduled check-ins between equipped users in a tested area. It must not be marketed as a monitored lone-worker safety service, automatic man-down alarm, 911 link or substitute for hazard controls unless those exact functions and approvals are documented.

Short answer

Begin with the work and hazard assessment, not the device. Determine whether the task should be performed alone at all. Then define check-in timing, expected locations, missed-contact escalation, emergency reporting and the human roles responsible.

Test the complete equipment path and the failure cases, including a worker who cannot operate the phone. A successful routine message does not prove emergency protection.

Define lone work for the operation

NIOSH describes lone work as a potentially hazardous condition when a person cannot be seen or heard by another worker and assistance is not readily available. The condition may be permanent, temporary, fixed or mobile.

List tasks, locations, time of day, travel, environmental exposure, public interaction and expected separation. Identify which workers are truly alone even if a larger crew is elsewhere on the property.

Apply hazard controls first

Communication does not remove a fall, vehicle, electrical, heat, confined-space, violence or machinery hazard. Use the organization's risk process and hierarchy of controls. Prohibit lone work where required or where the risk cannot be controlled adequately.

Consider work pairs, scheduling, barriers, remote shutdown, supervision, training and task limits before adding a communication device. Technology is one control within a larger system.

Qualified safety personnel should determine legal and operational requirements for the actual work.

Define the approved emergency route

Write who contacts 911, site command, security, a supervisor or another authorized responder and by which system. A local mesh message reaches only properly equipped participants through the supported path.

It is not automatically connected to a dispatcher or emergency service. Never wait for a local acknowledgement when the approved emergency procedure requires immediate external reporting.

OSHA emergency-planning guidance emphasizes reporting methods, responsibilities, alarms, evacuation and training where applicable.

Draw the current J25 path

The worker uses the phone application. Bluetooth connects the phone to the paired carried J25 terminal. The terminal uses the configured local LoRa mesh path to another equipped user, whose J25 passes the supported information to the paired phone.

The phone alone does not transmit LoRa. If a phone or terminal is powered off, unpaired, misconfigured or outside the tested route, the local path may fail.

Define check-in content and timing

Set a schedule based on the task risk, route and organizational procedure. A check-in can include worker identity, checkpoint, task status, next checkpoint and expected next time.

Use short standardized messages and require a human acknowledgement when the procedure calls for one. Do not infer that message delivery means the recipient understood or acted.

NIOSH case material has recommended formal check-in procedures in specific investigated settings. It does not prescribe one universal interval for every job.

Design missed-contact escalation

Write a timed sequence before the shift: retry the supported local path, contact by another authorized method, ask the designated nearby role to check, notify the supervisor, activate the approved emergency procedure or suspend the task.

Do not send an untrained worker into a hazardous area merely because a check-in was missed. Define who is qualified and authorized to respond.

Record false alarms and delays during exercises so the procedure can improve.

Test an incapacitated-worker scenario

A conscious worker may compose a text or use supported PTT. An injured, unconscious, restrained or separated worker may not be able to unlock a phone or press anything.

Unless the evaluated configuration has documented automatic detection, monitored alerting and tested response, do not imply those functions. J25 should not be described as a man-down detector or monitored personal emergency response device.

The pilot must state what happens when the worker sends nothing.

Map routes and response time

Mark work zones, access roads, buildings, low areas, barriers, gates and the travel time for assistance. Test stable, marginal and failed communication checkpoints in both directions.

Current J25 evidence includes 5 km in an urban-obstructed test and up to 10 km under ideal open-terrain conditions. Neither is a guaranteed lone-worker route or response time.

Review the J25 specifications and test the exact environment.

Test direct and supported relay layouts

Establish a direct-path baseline first. Then evaluate no more than two participating relay nodes for current J25 planning where layout, configuration and responsible placement permit.

Document who powers, carries or maintains each intermediate terminal. Move or power off one during a controlled exercise and verify the failure indicator, escalation and recovery.

A relay layout cannot replace the human response plan.

Account for carrying and phone access

Test the terminal in the approved belt, pocket, harness or equipment position and the phone in the real protective case. Verify gloves, weather, screen lock, notification behavior and battery-saving settings.

No worker should read or type while driving, climbing or operating machinery. Define safe stopping points or use a designated communicator.

The current J25 product page presents a phone-paired carried terminal, not a conventional handheld walkie-talkie.

Test the full shift

Count phone and terminal batteries separately. Reproduce expected check-ins, PTT, text, location use, temperature and travel. Define charging, inspection, spares and shift handoff.

A worker should know how to identify low power, pairing loss and a failed message before entering the route. Retest after phone, app, firmware or configuration changes.

Protect worker privacy

Location and check-in records can reveal movement, schedule and behavior. Define who can see the information, why it is collected, how long it is retained, how a lost phone is handled and when access ends.

Consult applicable employment, privacy and labor requirements. Explain the procedure to employees and contractors. NIOSH notes that monitoring technologies may also create worker concerns.

Use the minimum data needed for the stated safety and operational purpose.

Exercise the human process

Run a tabletop before a field drill. Walk through a late check-in, route closure, injured worker, depleted battery, missing terminal and unavailable supervisor.

Then conduct a controlled exercise with safety oversight. Measure detection time, escalation time, response decision, route access and documentation. Do not create surprise emergencies or false public alerts.

CISA exercise resources can inform planning but do not certify ChatField for emergency response.

Set pass and fail criteria

A pass should cover the exact routine job assigned to the local mesh layer and the organization's chosen thresholds. A failed checkpoint or recovery exercise must trigger a corrective action or removal of that assigned role.
