Off-Grid Communication for Construction Sites: A Large-Jobsite Field Test

A large construction site is not one stable radio environment. Concrete cures, steel rises, temporary walls move, equipment arrives, power changes and crews work on different floors or below grade. A communication result from the empty foundation stage may not survive enclosure.

A phone-paired LoRa mesh system may support local coordination between equipped team members, but it must be tested against the real jobsite workflow. It does not replace required alarms, emergency reporting, public-safety radio or the employer's emergency action plan.

This guide gives procurement and safety teams a staged pilot.

Short answer

Map the people, zones, tasks and emergency procedures first. Then test the exact terminals and phones across representative floors, structures, vehicles and work phases.

Use local mesh only for functions documented by the product. Keep the required employee alarm, emergency-reporting method, 911 or fire-service route and site command structure separate.

Start with the jobsite communication tasks

List routine check-ins, material arrival, crane coordination support, access control, inspection status, supervisor updates, route changes and stop-work notifications. Mark tasks that require immediate voice, short text, location or acknowledgement.

Do not assign a life-safety function until the employer and qualified safety personnel confirm that the system, procedure and evidence satisfy the applicable requirement.

Keep emergency alarms separate

OSHA construction emergency-action-plan rules identify escape procedures, employee accounting, reporting methods, contacts, alarms and training. OSHA also states that alarms must be distinctive and perceived by affected workers.

A message inside a phone application should not be assumed to satisfy an alarm requirement. Workers may be wearing hearing protection, away from the phone, out of the group or unable to read a screen.

Document which system issues the official alarm and how ChatField, if used, supplements—not replaces—the approved procedure.

Map the changing site

Divide the project into floors, cores, basements, tunnels, stair towers, roof, laydown yard, trailers, gates, hoists, cranes, parking and delivery approaches. Add concrete walls, steel decks, temporary partitions and enclosed equipment.

Update the map by project phase. A route that worked before curtain wall, machinery or stored materials were installed needs retesting.

NIST building research documents strong attenuation and variability caused by structures and materials. That general research is not a J25 range result.

Build a direct-path baseline

Pair each approved phone and terminal, verify user identity and run supported PTT, text and location tests at close range. Record app, phone, operating system, firmware and regional configuration.

Then move to known checkpoints. Test both directions and label stable, marginal and failed results.

Test floors, cores and below-grade areas

Test same-floor horizontal routes, adjacent floors, multiple-floor separation, elevator or service cores, stairwells and representative basements. Do not infer underground or vertical coverage from an outdoor distance.

Record doors, temporary barriers, deck condition, device height and user position. Repeat after major structural changes.

Identify approved regroup points and the separate fallback used when a checkpoint fails.

Test around steel and equipment

Steel framing, containers, vehicles, machinery, electrical rooms and stored materials can change the antenna environment. Compare realistic belt, outer-pocket or equipment positions without modifying the approved antenna.

Do not hide the terminal deep inside a toolbox for one test and then apply that result to a body-worn position. Record the exact placement.

The current J25 page presents a carried phone-paired terminal, not a handheld walkie-talkie.

Address noise and phone access

Construction noise, hearing protection, gloves and task focus affect whether a user notices and acts on communication. Test audible, visual and vibration behavior only as supported by the phone and application.

Use short standardized phrases and acknowledgements. Do not require a worker to read or operate a phone while climbing, signaling a lift, driving, using machinery or performing another hazardous task.

Assign communication to a safe role or stop at an approved point.

Separate crane and lifting operations

Critical lifting communication may be governed by specific procedures, trained signal persons, radios, hand signals and regulatory requirements. Do not insert a new device into that workflow based on a general PTT demonstration.

If the responsible team evaluates ChatField as supplemental coordination, define exactly who speaks, who acknowledges and what happens after any delay or loss.

Never market a local mesh result as certified crane-control communication.

Test shifts and subcontractors

Different shifts and subcontractors can introduce new phones, languages, roles and group-membership errors. Create a controlled enrollment and handover procedure.

Verify who issues devices, who changes groups, who charges equipment and who removes a worker at demobilization. Use plain, pre-agreed terms appropriate to the workforce.

Repeat a start-of-shift check and record missing or unpaired equipment.

Account for visitors and unequipped workers

A mesh group reaches only properly equipped and configured participants. Visitors, delivery drivers and workers from another contractor may not receive an app message.

The official site alarm, signs, marshals and emergency procedures must address everyone required by the plan. Do not create a hidden two-class warning system.

Map equipped and unequipped roles separately.

Test group traffic at peak moments

Shift start, delivery congestion, weather changes and evacuation drills can create simultaneous traffic. Reproduce the busiest realistic minute with representative users.

Measure PTT setup, text delivery, acknowledgement and location age. Record retries, duplicate messages and the last critical recipient.

Plan battery and charging

Count phones and terminals separately. Define charging at trailers, vehicles or secured cabinets, and test the full shift under realistic message activity and temperature.

Inspect equipment before issue and keep service spares. Do not charge damaged or wet equipment contrary to its instructions.

A phone at 80 percent does not prove the paired terminal will last the shift.

Run an evacuation exercise safely

Use the employer's approved drill and safety controls. Test whether assigned coordinators can send supplemental information, receive acknowledgements and account for equipped roles without delaying the official alarm or evacuation.

Record failed checkpoints and communication overload. Update the plan and train affected workers when responsibilities change, consistent with OSHA's planning emphasis.

Do not create a surprise drill solely to demonstrate a product.

  • Retest schedule after structural changes

Current J25 boundary

The current J25 specifications provide model-specific radio and product evidence. No published open-terrain or urban result is a guaranteed construction-building range.
