The UK government announced new and updated scenarios in the National Risk Register, its public assessment of serious risks facing the country. The register is a planning tool, not a forecast that a specific incident will happen. The accompanying UK resilient-communications guidance says organizations should consider how they would communicate if normal phone or internet service were unavailable.

This public guidance does not mention, endorse, or involve ChatField, Jingxi Box, J25, or J28. ChatField has not claimed participation in any UK government, disaster-response, rescue, or customer deployment connected with the register.

Why phone-signal loss matters to field procurement

Many field workflows assume that every worker’s phone can reach a carrier network. That assumption can fail at a remote site, inside dense structures, along a disrupted route, or during a local outage. A practical plan separates three layers:

  • Public warnings: alerts and instructions issued by authorities.
  • Carrier-dependent communications: normal voice, SMS, and mobile data when networks are available.
  • Local team communications: equipment and procedures that authorized team members can test and operate without relying on cell coverage for every message.

The layers complement one another. Local equipment should never be represented as a replacement for emergency services, public warnings, satellite services, or every carrier-based channel.

Five questions for an evaluation brief

  1. Which failure are you preparing for? Define whether the concern is no cellular coverage, temporary carrier loss, power interruption, route obstruction, or site congestion.
  2. Who must communicate? List teams, shifts, checkpoints, supervisors, and handoff points. Avoid testing only from a desk.
  3. What evidence counts? Record message time, sender, receiver, route position, obstruction, battery state, and whether delivery was direct or used a participating relay node.
  4. What are the pass and fail thresholds? Buyers should set acceptable delivery and recovery criteria before the test. Do not invent thresholds after seeing the results.
  5. What remains outside scope? Note where public internet, cellular calling, satellite service, emergency dispatch, or other systems are still required.

Where a J25 evaluation fits

J25 is a phone-paired LoRa mesh communication terminal. It is not a traditional handheld walkie-talkie. The paired phone provides the user interface; the J25 provides the local LoRa mesh link for supported team functions. Use the published distance language as an evaluation boundary, not a universal promise: up to 10 km in ideal open terrain; about 5 km in urban high-rise and structurally obstructed testing; and evaluation of up to two participating relay nodes. Buildings, terrain, placement, antenna orientation, interference, device configuration, and local rules can materially change results.
